When do you know your elo?

I don't mean how do you figure out your hidden MMR or anything like that. I literally mean how do you know when you have hit your skill cap and just can't push any higher. It's unfortunate, but some people will never see diamond because their skills just can't improve any further. I've been having some trouble climbing out of Gold 5, but I think I can attribute it to mitigating factors and my own impatience. So I'm trying to find out if I can indeed go higher with enough patience, or if gold is where I belong. Which is fine.

I've heard that the amount of LP you gain and lose after ranked games is a good indicator. For instance, mine is around 16 LP lost after a defeat, and between 21 and 24 gained on a victory.

Ur at ur peak when u settle for ur rank... if u want to climb higher, then out in thr efforts to do so.

The amount of LP you gain or lose is a good indicator of what your hidden mmr is right now. If your MMR is higher than what your current rank is, you'll see larger gains. That's often a good indicator of what your skill cap is right now, but skill cap is also something that can be improved.

In terms of figuring out your true skill cap, I don't think there is a good way, but you can get there faster by consistently queueing with higher elo players. If you're Bronze, find some gold friends to queue up with. Silver? Find Plat players. Gold or Plat? Find Diamond friends. Usually you'll start out losing a lot, and that's okay. Over time, you'll figure out how to stop feeding and get better.

Just focus on improving I know diamond 2 with a 10 dollar mouse 45 ping and a i3 HP just focus and try to improve. Also time is a huge factor

If you LP gains and losses are basically the same and you're winning roughly 50% of your games, then you're probably near your current skill cap. The 50% of games aspect is probably the more significant of the two in terms of indicator.

That said, everyone will improve if they play more, so truly hitting a cap is unlikely. In the process of hitting your current skill cap, you'll improve so that your skill cap is higher, so you'll have to play even more to get to your new cap, and then you'll get even better, and so on.

Playing at/near your cap (or higher) is probably one of the better ways to improve, since the more you lose due to your own mistakes being punished (as higher skill players will do), the more you'll recognize them as being mistakes and be able to improve on them.

after 300 games. thats how long it takes for the LP system to catch up to your MMR. MMR is much more sensitive and will heavily influence how much LP you gain/lose (climb or fall), but ultimately you're still subjected to promo series, bad team mates, dc's, etc, so it wont be right away for sure.
