Legit change to Dodging (ranked) risky champ composition games

Riot, there needs to be a legit change to dodging of ranked games. A specific button "Dodge this game", that informs the other clients that someone dodged.

Reason is this: Lately, I seem to get into lobbies with people selecting Lux for jungle, or Lucian, or Garen. Clearly this is gonna be a trouble area, since these champs may or may not be able to effectively fulfill the role of jungler. Maybe they're good? I don't know, and I'd rather see it first in a draft game, then pinning my rank on it, when I'm trying to climb.

In addition, the dodge function shouldn't be such a heavy penalty like it is now. No 5 minute queue timeout, No LP loss.

I would be somewhat fine with a graduated dodge penalty, that starts at 0, and increases with each dodge thereafter. It would reset upon entering a game. Legitimately there's no reason for a dodge penalty. If I don't like the team composition like 3 people picking ADCs, or the current team composition is definitely bad vs the other, I shouldn't be penalized.
