Different uses, different utilities.
TF grants global vision which is extremely useful and has a range of 5500 which gives him stronger ganking pressure but can only prep his pick-a-card. Ryze's ult is better for team positioning while allowing you and your team to continue fighting and lane shenanigans. it only has a range of 1500/3000.
