I don't know whether or not riot truly believes toxic behavior is going down or if they are purposefully cooking up lies about toxic behavior going down. But either way its not a honest representation.

Back when i would only play normals back in season 2 and a little of season 3. Everyone would be in voice chat, Skype, raidcall, mumble...etc Which means none of us would be typing any frustrations in the chat because we could just say how we felt in voice chat and be done with it. How does this transfer over into dynamic queue? Well riot only takes behavior into account for massive chat spam, running down mid, or afking.

Less reports and visible evidence means a masquerade of improvement in "toxic behavior" Theres also the fact that friends don't report friends, and when premades out number the randoms no way are those reports impacting the premades.
