A lot of supports became quite a lot stronger this patch.
(Note: This is not an exhaustive list, merely some of the more interesting cases)

The speed boost on Queens Tribute along with the prior buff to his passive turns Bard into a beast; he will run you down with no mercy.
Hypercarries are back in the meta, and this purple mother fucker comes back with them. Like Bard, she can run you down with her terrifying gaze.
This guy has always been a pain in the ass, but he had issues with staying alive. That's not so much an issue anymore. With the new Queens Tribute haste, along with the option of buying a Banshees Veil, this guy is now much harder to kill than he was previously.

You thought Crowstorm was scary before? Yeah, now he gets a 50% movement speed boost if he catches a champion in it. Have fun
She can now W under people for a speed boost, and escaping her ult is now even harder.
more AP on FQC means more shenanigans for the clown prince.
more AP? Cool. Tanks to kite? Cooler. Carries to rez? Hell yeah.
Nami benefits from both the AP bonus and the haste; rather strong, if I do say so.
AP, you say?
Attack speed based hypercarries are in style, and these guys are some of the best in the game at helping them along. But why these guys over the other enchanters? Well, these guys are tanky protective supports. This means that they can use a rather cheeky item combo. Face of the Mountain scales with 10% of their maximum HP, and Stoneplate doubles your max HP. Additionally, they can all run Colossus. If you can use Stoneplate before procing Colossus, you can easily shield yourself for 3k health (also, any shield that scales with HP can be popped before stoneplate runs out for a similar effect).
ADC's are strong again, and these three are some of the best at putting them in their place. #HookCity
Oh you'd best believe it. While he isn't as good at protecting his carry as any of the above, he is a hard counter to two things: Sejuani and Stoneplate. If Sej has her passive, he can ult her to steal 40% of that absurd resistance pool. If ANYBODY is dumb enough to buy a stoneplate versus Trundle, he can become a god amongst men. Your ult will end up stealing 70% of their normal max HP. You can get a stoneplate yourself, so make that 140% of their max HP. Did I mention that Face of the mountain scales with HP? Yeah, that Jinx just might be hard to kill.
Ok, hear me out here. Yes, Sej is very good in the jungle, but she is also decent here. Sejuani passive does not break unless she loses HP. This, in a rather scary oversight, means that it won't break if she blocks the damage with a shield, mitigating the weakness of losing her passive to a single Lucian W. Well, supports get quite a few shields; Face of the Mountain now has two shields, your locket is a third, and CoTC is a fourth. You can keep that passive up for quite some time. While not the best, her laning is far from the worst (btw, Sej can be pretty nasty with any melee ADC. Have some fun in normals by duoing with a Morde, Yi, or Trynd). She can do the same combo as other tank supports with Stoneplate + Face, but never do this against Trundle.
Meanwhile, the only Losers I could come up with
The removal of the HP regen on coin has taken the sustain of these two down a notch. Though they can technically build spellthiefs to become even harder to kill than they were before, neither of them has a safe means of getting off all that poke. Completing the quest is just too dangerous for champions as squishy as these. (Note: These champions are still strong, they are just worse than they were last patch)
