If Thornmail is going to be good, it needs to be more interactive
The old Thorn reflected 35% of the basic attack damage you took (pre-mitigation) as magic damage. On champs with access to shields, heals, or in-kit damage reduction, there were several who could literally just stand there doing nothing and let an ADC kill themselves on them. This isn't particularly good design.
The new Thorn is basically just the old Thorn, except now it's only good on champs who have an armor steroid in their kit. This doesn't really solve the problem Thorn originally had aside from making the item so bad that no one really wants it.
What Riot should do with Thorn is make it more interactive so that nasty damage reflection has some degree of gameplay associated with it.
So here's the idea.
Thornmail has its reflect damage reduced significantly. However, it also comes with a stacking bleed that triggers off both spells and basic attacks that lasts for a few seconds. Each stack of the bleed not only deals magic damage over time, it also increases the potency of the damage reflection. So now Thorn makes its user more of a threat by granting more damage over time (a very attractive thing to Tanks) while also giving people playing against Thorn an actual way to interact with the damage reflection. Don't let the bleed stack up against you and it won't hurt as much.
