Black Shield and Silence

Can anyone tell me if Morgana's Black Shield is supposed to stop enemy silences? I was playing her a moment ago, and shielded myself as Garen ran at me with his Q active. I was planning on finishing him off right after (spells have small cd left), but found I could not cast them.

Is this a bug, or is silence not considered a disable by black shield?
