i'd like to see garen's passive changed more than anything

the out of combat sustain is fine as a concept but it needs to have something that makes you actually want to play around it. rn with how it goes to full cooldown as soon as you take anything (9 seconds in lane) and how weak it is, it's nothing that'll actually let you survive hard lanes or even reward you for playing smart; it just sorta 'happens' and whether or not you actually get it is really more up to your lane opponent than it's up to you. that said, the healing is so meager it might as well not exist early, even when you're low enough for the regen to double.

right now with how terrible garen's laning is i think his passive should be given a little bit more difficulty in turning it off for extended periods of time, particularly into ranged opponents who can currently keep it permanently deactivated with very little effort. he should be able to make winning lane feasible through smart attrition. basically, give the passive more ways to play around it and make some opponents have to put in a little more effort

i don't really want to put numbers on it but i think it's necessary just to convey a possible route for it

taking damage from non-minions puts perseverance on a cooldown that stacks up to 9 seconds and refreshes for every instance after that. (3 for melee attacks, 2 for ranged attacks)

at level 6, damage over time effects do not add to perseverance's cooldown beyond the first instance of damage

courage refreshes perseverance; if courage reduces an incoming disable then garen gets 3 seconds of perseverance's healing unmitigated

i think this is an o-k template to make it a little more interesting, but we could tweak it more than this. what do you think
