is the prestige skins available to get in chests?

I got blood moon prestige edition Aatrox from a hextech chest you don't have to believe it, but the amount of orange essence to pay for was 0

if they are like ever other shard, its like 2 months after release before they're eligible.

Prestige kaisa was able to be found in chests as well as gained from re-rolling shards during the worlds event; I would imagine akalis would work the same.
