Galio's Q is too big

It's got too much range and too big of an AoE on the splash, and is literally nearly undodgable as long as it's not cast at max range.

The preferable outcome is to only get hit by one of the sides, which is stupid - it should be dodgable.

Remember, the whole thing is a 100% AP ratio...

It's like Diana's Q, but remember - you dodge Diana's Q by walking to the other side, not by walking backwards or forwards.
