@Meddler, Shen's Q

I play Shen quite often in the top and I noticed his Q doesn't proc on towers. I was wondering if this was suggested during his rework and felt it wasn't necessary because it does bonus magic damage. But since we can do magic damage to towers now would it be possible for Shen's Q to actually do bonus damage to towers, maybe like 30% of the bonus magic damage? I feel like this would help with his split pushing.
