Runes for RP?

Dear Riot Hi my name is Kevin, and i have been playing league for over a year now, I reached Plat last season and was hoping to level up another account to play with friend's in normal's. The only issue i am facing is buying rune's, i know there are IP boost, but simply just IP boost wont do the job of buying a full rune set with just some few game's, so i was wondering if there was a way to buy Rune's with RP or will you guys ever allow Rune's to be bought by RP, if that is possible please link me to the purchase link, i will gladly buy some rune's with RP. This request was not just from me, but a lot of my mid elo Silver-Plat friend's have these issue's as well were they just want to level up a account but just don't seem to have the time to play enough game's for like 3 intire rune set, for example maybe 1 AD quints could be sold for 50RP or so.
