This is a simple concept, so I'll keep it short: Kills are worth considerably more than CS now. If one team gets ahead on kills, that means they're still denying you farm, but they're additionally gaining a ton of gold for themselves. So now you're behind. How do you come back? Well, you need gold fast or they'll just keep bullying every lane. That means you need kills. Chasing kills means you're not clearing waves. If you do clear waves, you're punished by having a slower gold influx than you need to feasibly close the gap. If you chase kills, most likely, you're just going to die (unless your team was warded extremely well, has excellent coordination, and their team is cocky and/or stupid enough to roam alone). Live or die, their minions are pushing your lanes while you're out chasing them.

In other words, clearing waves and farming your way back into the game is now remarkably less feasible than ever before, and because kills are worth so much more than CS to begin with, chasing bounties is probably going to get you killed by enemies who are higher level and have far more invested in their items than you.

Comebacks are now a pipe dream. They happen, but they rely on your opponents doing really stupid things repeatedly. You can't play your own way back into a comeback anymore.
