TLDR: His event horizon slows down the game too much. It was too much of a consistent counter engage unlike janna ult which at least took about a minute to cooldown and by then nonultimate engages are back up.
Notice how a lot of Gameplay and Balance are talking about Veigar and the beating he took in this last patch. Not one day and it's already there and it's been a consistent concern but I haven't seen a single rioter post about the matter beyond Piss off the changes are locked in. Now these champs are the ones with more than a 25% pick or ban rate in the NA LCS in order. 12/23 all have some form of dash to any desired location. 17 if you count targeted dash/hard engage
The EU LCS looks even more skewed towards high mobility champs in order for their pick ban rate
Again all champs with 25% pick ban rates or higher. The top 10 are all dash mobile champs with 50% or higher pick rates. For the rest all but xerath ad annie have some kind of mobility option or dash engage. Ignoring hard engage thats 17/23 with some kind of movement steroid.
Now then lets look at challenger picks and bans
Top 10 bans Jarvan(with a whopping 74% ban rate in north america) Vi Ahri Katarina Nidalee Lissandra Kalista Leblanc Morgana Zed
Top 10 Picks Graves Jinx Thresh Leona Lee Sin Morgana Blitzcrank Caitlyn Annie Janna. A bit more balanced but when added to the ban list it's still ridiculously skewed towards mobility.
So back to Veigar. It was a slap in the face to call him buffed and compensated for dfg loss. This is a blatant lie. Lets call it what it is. He was counter to the high flash mobility game play that riot is trying to craft. As a support he's irritating to the game plan because he can completely with consistency shut down the high speed chase and beat down gameplay.
