@Riot, can anyone give some more details on Keystone Perxie?

I'm very interested in the new keystone and want to find out how often can the damage be proc'd on a champ. Does it apply on every auto attack and spell until I target a new enemy? Does it go on cooldown when I change targets?

Or does it lock onto a target and does it own damage per second without much from me?
