Hextech crafting skin re-roll dependant on what you put in?

Title. Serious question. I did the reroll 4 times, using the cheap skin shards for 750 rp or less skins and I've gotten a 520 permanent skin everytime. Is the outcome depending on what you put in or is my luck just completly boosted?
