Can there be more defensive runes

I've noticed in many of games that people have near 100 ad or over 100 ap due to runes alone. Can we get some more defensive options so that the runes are comparable the only perminante source of armor is conditioning which realistically only increases armor and mr by about 28 if you fully armor or mr. Sure hp runes exist in overgrowth but its what 2-3 hp after 8 minions with no innate bonus. While a similar runes that scale later but are damage give innate bonuses.
