Veigar changes
As a Veigar main I have to question the design choices here. Ultimately the E changes remove the last bit of safety he had and even then he was still very vulnerable to anyone with a lick of mobility. The ability to remove AP mid's and the squishier targets on an enemy team was his role but now even AP carries can get away with just a zhonya's hourglass to completely remove any playability in Veigar. A decent player will rarely if ever get caught in the stun now. His W hit rates on anything higher than silver league is going to utterly tank and his burst potential against the targets he's supposed to be able to nuke is negated because one of the standard safety items is now a 100% counter. At least before it would require a banshee's veil, mercury treads or pushing tankier stats to survive. You talk about removing a lack of counterplay but in turn you have completely negated his usefulness as a champion. A single target do or die champ.
So what happened riot does QSS, Banshee's, cleanse, flash, champions with blink, Leblanc, Kassadin, and Zed being the most prominent with ridiculously high pick rates in comparrison, not exist. Furthermore each of the aforementioned mobility champs still have higher dash cd's than veigars stun to begin with.
So now to the suggestion part. Would it be possible to have the setup time be their but have the cage be a targeted effect stunning a single champ and building the cage around them. Failing that keep it a skill shot but have the instant stun only be in the dead center of the cage with the edges coming up after the intial hits. Almost like a leona ult.
