Some Blitzcrank changes

Now im a Blitzcrank main, but I don't have the best idea of how to balance him, but I do think that (IN MY OPINION) these would help him do one of the following, A. make his gameplay fit his lore more B. improve his gameplay C. make him more interesting to play with and against, alright so here we go, first are my possible Q changes, first I think that maybe adding the ability to hook your allies would make a lot more sense, true being able to do this would leave trolling open even more (we've all seen those bastard tahm kenchs) but here is why I like it, Blitzcrank being the support that he is, actually has no way of saving his allies, bard has his tunnel thresh has his lantern (even if it kills you) but blitz has nothing so the possibility of saving your ally from being caught out or being stunned or almost dying would be great, and I do know that pudge from dota 2 has his hook do this (I actually used to play dota a lot) but pudge actually has some good moments bad moments and funny ones with this ability to do so, but if you think that its op you can allow him to hook minions if you want, but I would want it to just hook allies, also this mechanic goes very well with his lore (wanting to save humans and stop CRIMINAL SCUM) so I think it would go nicely, and think it would make him a lot more interesting and fun to play with or against.

Now for the W changes, I think one of two things, making it toggled and increasingly draining mana (like 10 mana then 20 then 30 etc) and possibly(?) increasing your buffs the longer its on, so you have more attack speed and movement speed the longer you have it on, but I think that the slow would increase as well the longer you have it on, the other idea would be changing it entirely maybe to a dash or something, I really don't know what should it be, but thats what I think changing it might help spice up his gameplay, instead of just a speed boost and then a slow. (with the attk steroid too)

now his E, I think that they could change it similarly to the W I mentioned earlier, possibly making it charge up and do more damage or have a longer stun, maybe they could make it so that the stun is actually increased per level put into it, so then you could do Q W E or Q E W or E Q W or E W Q but I think the longer stun would be maybe(?) too op, maybe instead the longer you have it toggled you could have a longer stun (up to .5 longer then the norm) and maybe it does like 50% more damage then normal, maybe since in his lore blitzcrank was made from the scrap and parts of destroyed golems, it could do like a bit of your health per second, increasing with level, or maybe it could be % health, like 0.1% health a second, and charge it for 2 seconds increases damage and stun possibly, I think it would fit the fact he is just remade from other failed golems.

Now for ult, im not sure if I like these ideas or not but it should would make it interesting (at least to me) passive: dealing damage to enemies marks them with static, dealing some damage to them for 3 seconds, movement impairing abilities doubles the duration, active: consume all marks in a radius around you, slowing and eventually stunning marked targets, (basically you ZAP! them with lightning from your chest) I think that maybe they have to be shocked for 2(?) seconds to be stunned and the slow increases during these 2 seconds,

so, what do you think? please im open to all your opinions, I just think these ideas would make him more interesting, maybe if they rework him these could get added
