how to counter adc lucian -> tips for junglers/supports - looking for tips

so lucian has been bothering me lately , bot lane has been losing quite a lot if lucian shows up as much as i like playing jungle or support, i hate playing vs a lucian adc

so the main thing is : if support : my adc plays too peaceful, and the thing is , lucian rushes us , and i go in tryng to stop him, and the adc blames it , if i die, i dont blame him if he leaves me behind.

if jungler: i try to gank, but people are afraid, 5 times in some of my past games, i tried to gank bot but they refused to come in, the support did, but the adc simply refused to , and i end up ditching the lanes, because in the end , they know they wont go in

so any lucian mains, who can give me some counter tips against him as jungler or support ?
