Why is the relic shield line the only one where you have to fully upgrade it

To get the most gold generation from the passive(not the gold per 5/10 second part)?

Note: I'm not saying nerf coin/spell thief line and buff relic shield line. I'm curious as to why the items are like this.

The coin and spell thief line only need one upgrade to get the full value of the gold generation. Upgrading the item to the last stage doesn't increase how much gold you generate from their passives.

For the relic shield line however, you have to fully upgrade it to get the most gold generation in terms of another minion execute charge(4 total when fully upgraded), charge rate(takes 20 seconds to generate a charge vs 30 seconds from the first upgrade), and the minion execute threshold(how much health does the minion need to be at to be able to execute with an auto as a melee champion).

Is there a reason why the relic shield line requires the full upgrade for gold generation while the others only require the first upgrade?

Because Relic shields statline is massively outdated. Its the only that that didnt get any compensation for the loss of its Active and the only one that synergized with Sightstone statline, but gets repeated nerfs because god forbid ADCs buy an item to survive lane bullies before first back

Likely due to relic shield providing healing on top of gold generation.

Also wave manipulation and faster access to level 2.

Honestly, its because melee assassin (or mobile bruiser) + cc tank w/ double relic shield bot lane is disgusting, and Riot learned people like to abuse items that execute minions.

I think because charges become very hard to get off late game, so you rely more on the passive generation, so it's just encourages you to buy it late game.

I would say its a combination of tank supports needing to be tanking in these “carry in every lane but support” metas, as well as it being the “strongest” of all the support items in pro and high elo.

Part of it is the fact Relic shield is one of the only one that isn't punished when a laner is out of lane.

Another part is the fact it gives instant lane pressure, while the others don't.

Another part is the heal.

Honestly I think it's because it hasn't been abused by another lane (Spellthief's Mid/Top, Coin Top etc), and so just hasn't been touched in a while, unlike the other two lines...
