Thoughts about buffing Ashe
wasn't in the prime league for a long time and a lot of it had to do with her ineffective self-peel and sticking to targets ( her auto attack slows are pretty useless against high mobile targets) and mostly by her damage output since she has no steroids and a pretty bad scaling abilities,so she tends to rely on items a lot more for her damage.
The biggest issue with buffing
is despite her clear disadvantages she still has a lot of utility to bring to her team. she's one of the few dedicated supportive adc, along with

,and
but ashe is a lot more focused around her utility instead of her damage unlike other utility adc's.
So buffing ashe damage along with her high utility can be problematic , but what if we can add more damage to her kit while separating her utility from it? Giving ashe players a better way of making decisions between applying more damage output and using ashe utility to their advantage.
My idea is to make ashe frost apply an additional damage but only outside of its toggle activation that apply slow for each auto.(similar to
Switcheroo!)
Toggle: Ashe enchants her basic attacks with ice, Slow icon slowing her targets for 2 seconds. Slow: 15 / 20 / 25 / 30 / 35% Untoggle/passive: Adds a Bonus physical damage(on hit) based on Ashe's 10%/13%/16%/19%/22% total attack damage. (note that the bonus damage doesn't add up to crit damage) Cooldown between toggles 0.5 secounds.
And in addition the bonus damage also applies on her Volley just like her toggle Q slow (so she will have to toggle her Q to be able to slow and not just by lvling it up) .
So now when you play ashe and want more damage output leave the passive Q untoggled and when you want to use it for its utility use the toggle option but remember that you will also lose the bonus damage from the untoggled effect.
This would add more options for ashe and give her more strengths that does not just add raw power over her utility.
You could also make the bonus damage scale of maximum mana, maybe it will lead into a viable tear/Mannamune build (that will also balance the tear stacking with her bonus damage on hit)?
