Fix anti tank Runes and Items

Hello we all no this game is being taken over by tanks for yet another season. Once against there will be nothing but tanks in the top lane because once again this game has crap tier runes and items for fighting off tanks. Just look at cutdown a rune suppose to be used for fighting tanks. Does anyone actually use this rune? No none use this rune because it literally is trash tier!!! Jesus Riot dosent your analytics department show that cutdown is used in probably zero percent of the games. Another thing is look at last whisper that item is also pure trash tier. Everyitme i make this item and hit a tank it looks like it contributes maybe 50 damage tops. It shouldnt be that hard to get a real tank busting rune/items but you guys seem to never make anything decent.
