Swain Nerfs?

So I see the lowest winrate champion is receiving nerfs. Why? I'd be totally fine with his numbers taking a hit if he was given some sort of reliability changes to his q or w, because he has crippling issues against anyone with a semblance of mobility(that's a lot of champs). Can we get some context as to why he's getting nerfed when he's hardly even playable?
