Alright, I'm going to clear up some misconceptions you have. First, it is not the junglers job to help you "win" lane. The junglers job is maximizing the gold advantage for his TEAM. Likewise, your job as a laner is not to "win" your lane. Your job is to maximize your gold advantage for the TEAM.
So how are those two things different? Let's say you are top lane and you are getting hardcore camped. Using your logic the jungler should come top lane and camp top lane as well. However, this is a very bad idea because the enemy top laner and jungler both have a gold advantage so they will most likely win the 2v2.
The correct choice is to maximize your team's gold and minimize the gold the enemy team gets. If you, as the top laner, can play defensively and "whether the storm" without giving the enemy team kills (even if you don't get much CS) then the enemy team will wind up losing gold because their jungler isn't efficiently farming both sides of his jungle. This will also result in the enemy jungler being under leveled which will make his ganks less impactful.
Meanwhile, your jungler can completely steal half the enemy jungler's camps, resulting in your jungler getting way far ahead in levels and gold. Your jungler can also exert a ton of pressure on mid and bot lanes as well as dragon. This pressure results in mid and bot outer towers going down which gives the entire team global gold.
So if you are getting camped or losing lane your job isn't to "win" the lane, your job is to minimize the amount of gold you give the other team. Essentially, your job becomes losing lane slower than your other lanes win their lane. Your team only has to win 2 out of the 3 lanes to win the game as long as the third lane doesn't feed too badly.
Stop trying to think in terms of "win" and "lose" and instead think in terms of gold. If you are getting camped you shouldn't be angry that your jungler isn't ganking your lane, you should be angry that he isn't counter jungling the enemy jungler or exerting pressure elsewhere on the map.
