Remove Dodge Penalty for First offense in normal mode.

Please, it's just absurd. There's no reason for it.

Can have it so you can't spam it, 15 minute cd or so but that first dodge shouldn't be against the rules in normal mode. But every 1:100 games there's a damn good reason to dodge. Wrong game mode, ur entire team picked a sup and is planning to go bot lane, there's reasons... just allow it.
