Can Riot revert the changes to Vel'Koz's Q and W?

Riot changed it so that people would max Q first instead of W and gave the mana refund to incentivize this and their reasoning was that they disliked the fact that Vel would max W for a boring damage spell simply for wave clear.

It's been a long time since this change was made but after having to play a game in mid lane I realized how hypocritical the change was. Xerath maxes his Q because it gives him wave clear and is his easiest spell to hit from long range, Ziggs's maxes his Q for wave clear too, all it does is damage in an aoe. Ahri maxes her Q because it's an aoe damage spell with long range, Brand maxes W because it's a large aoe damage spell for wave clear, Syndra maxes Q so she can waveclear and get tons of balls for ult.

So why was Vel singled out to have to rely on a spell that will only hit 2-3 minons and that he needs to angle himself to hit right and also make him max a spell that is harder to hit than the main damage spell of most other mages?
