Suggestion: lag detection BEFORE you enter game

Hi,

Title says it. I think it would be a good thing to have some (any) kind of indication if you are going to have lag problems. Preferrably in the client before you enter Summoners Rift, and the other 4 players are stuck with you in an annoying game.

Thoughts, players and rioters?
