Regarding Singed

To Singed mains out there, I'm thinking of picking up the champ and possible maining him at some point so I'm wondering whether the 7.14 changes are gonna make him rewarding to learn/practice compared to meta top lane picks (excluding the top 2-3 picks) or he still needs more buffs?

Also how would the upcoming changes influence the proxy playstyle? And lastly, what build/playstyle would be best to make him effective in teamfights?
