Slow motion/speed adjuster in practice tool: an imperative feature that should be implemented

So I've been practising some advanced Azir mechanics recently, and knowing how critical timing is to pulling off combos, it hit me that being able to adjust the speed of gameplay in practice tool to work on combos would be invaluable. Being a pianist, practicing slowly and bringing the tempo up to full speed is of great importance, and I've noticed that combos in league are no different. While you're only using 3-4 fingers in one hand and a mouse in another, as opposed to several fingers playing the piano, the windows of execution for some combos in league are down to tenths of a second, if not smaller. As such, being able to practice combos slowly will greatly benefit tens of thousands of players trying to get better at the combos of their favorite champs. Being able to get a grasp of these combos will allow players to make more impactful plays and have a larger arsenal of combos to choose from with learning them taking a fraction of the time. I am certain that a feature like this would greatly benefit the League community, while also opening the window for champs with mechanically intensive, yet rewarding playstyles. It would also aid in helping players work on skillshot as well, which can lead to game changing plays, because a missed or hit skillshot can make or break a team fight. Not only that, but with proper adoption, such increased motor ability will reduce missed skill shots, and accordingly alleviating the stress of team members and one's self over missing a skill shot. It can be extremely frustrating when you or your teammate miss even a point blank skill shot which leads to a death or multiple deaths.

Regarding implementation, just as there are quests for doing certain things in match made games, it would be nice to have small rewards for working on different techniques for a champion, like blue essence.

Overall, my hope is that this thread will get enough of a following to attract Riot's attention.

I like the concept, but I disagree with some of your arguments. First, skill shots are heavily reliant on missile speed, and so changing any timing with the gameplay would probably create bad habits. Second, you used Azir as an example of a champion that this tool would be effective with. I think it would be most important with teaching players how to weave auto attacks in with their combos. Like NeedHymn stated, this would highly benefit Riven, but also burst champions like Zed or maybe Jayce. Essentially, the idea is cool, but I'm not sure there is a broad enough range of situations in which this would benefit players for Riot to create the tool.
