Remove Chat Restrictions
The title says it all, they just make it more toxic. And your system is completely broken for it, you don't even check the reports, if someone gets reported for Verbal Abuse, it's an automatic ban. Remove it or fix it.

+1 this is the dumbest band aid solution i have seen
I get reported from time to time like everyone and they know some people just report for no reason other than "This guy fed" or "He didn't ban Yasuo and the enemy picked him". You won't get banned only from one report. You have to actually be reported by multiple people in a certain number of games to get banned.
You only get chat restrictions for repeatedly exhibiting this behavior. No one really wants to hear you trash talk your team or the enemy team, so you get restricted because it isn't appreciated by the community. If you learn from this and fix your poor behavior, things will be better, but if not you'll be dealt a harsher or longer punishment. Just learn to play and care about yourself and not flame your teammates. Its not like they enjoy dying or messing up either, so there's no reason for you to whine about it too because it's not like they WANTED to die or feed, unless they say they do.
