Is there a point to forced locking in champ select?

When the time ticks down to 0, if you haven't locked you are kicked and incur the same penalty as if you dodged. I mean is that necessary? The 1-3 seconds saved sounds like a real game changer (Sarcasm). 6 minutes of timeout for not locking? The new champion select is long as crap anyways and that's not because people aren't locking. I just don't understand why people deserve to be punished so heavily for something so insignificant. You can't just auto lock them in?

In a slightly related note, there is a lot less clarity in champion select now. I want to look over champions that are selected as I wait, but now you aren't able to. You just see their blip. Needless to say, I'm highly unsatisfied with the new champion select. (The graphics of it are impressive and I like the anew animations. The pre=selected roles is nice too)

it's meant so that you actually pay attention to champ select instead of just picking something and then going away doing who knows what. Also unless you are always waiting until the very last second to lock in your pick, you are saving a significant amount of time in champ select. You are saving up to 20~30 seconds if people actually lock in right away and when you multiply that by 10? you are saving quite a bit of time each champ select
