Remove the chat function, add an enemy Ultimate ping

As pings become more advanced, the need for a chat function dwindles. As of right now, the only thing we cannot either see for ourselves or ping for our allies is the enemy's ultimate.

The chat as it is is only a distraction from the game and an enabler of spam and harassment. Players seeking friends in-game can speak to them in the post-game. There is no need to take one's mind off of the game to sit and type a message.
