How to fix Ohmwrecker

So Ohmwrecker is the item nobody what's to build. Riot themselves said that they are thinking of getting rid of it. They have tried tweaking the stats and idea, but no one cares. Right now it's meant to be a tower dive component, giving you armor, health and the active. It seems that the problem is that the active itself is useful in limited scenarios that the item is gold inefficient. Right now it build out of raptor cloak and kindlegem. The should take out kindlegem from the recipe and add a new item Wrecker- Ruby crystal+cloth armor+300 gold Health- 200 Armor-20 CDR- 10% Unique passive- Wrecker- you deal 10% more damage when near towers

This way, when building Ohmwrecker, you can be have siege or anti siege impact.
