@Riot - An Idea to Spice up Rammus
Rammus' identity is his Q. He's the guy that barrels into you like a bowling ball. If he can't get to you because of minions or walls, then he has no identity. He's just useless.
Here's a change that I believe could spice up Rammus and make him interesting to play.
1: Remove current ult. It's a boring ability that doesn't fall in line with Riot's current gameplay philosophy. Replace it with the following.
"Power Surge" - Can only be used while Rammus is Powerballing. Causes Rammus to surge forward in a straight line that knocks up everything that he hits, ending in a small AOE that stuns everything in the vicinity. Think Anivia's Q, how it goes through enemies and stuns anything at its stopping point. With such a high impact ultimate, I think a CD of about 90 seconds at max rank would be reasonable.
Ideally I would also make his W a toggle ability that costs mana while it's up. It would help immensely with jungle clear.
