Going AFK during select

Can we please add this to make lobbies better. I been having a lot of people LEAVE the lobby after they already locked in their champ. Which is kind of BS because most of the time they are AFK for 5-10 minutes after game starts. Some don't even bother to reconnect. So can we please make it if a person leaves lobby even after they locked in a champ the draft restarts and that person gets a dodge penalty. It's pretty obvious who leaves because it says in draft chat that person has left before draft is finish.
