Can champ xp shift to grade ?

Winning by default gives you like 1k xp regardless of how well you did. Let's say im 26/5 on evelynn, i can not get 1k i get 164. 164 xp how the fuck does that make sense when i can go like 0/4/3 on lux and win and get 1k xp.
