Anivia buff suggestion: Faster CD on her passive at higher levels

#"Anivia's fine, she doesn't need a buff!"

Consider this a buff she could get for WHEN she ever needs one.

Why this? Because when that passive is down, you get 4 minutes of "Hey, we can't team fight! My passive is down!", and that sucks balls. Same problem as Aatrox before his passive got such a change.
