Add a toggle option for the "hold Shift to see more ability info" mechanic to the Interface menu

Same reasoning as the Ctrl+C to toggle always showing your stats. It has the streamlined interface as default but allows people who don't want to hold down Shift while playing, just Ctrl+Shift would work as a default that people can change to whatever they want.
