Rank Match System Balance

For all recent rank games I played, my teammate ALWAYS ALWAYS ALWAYS throw or just can't lane. I lost over 90% of the game because my dumb teammates no matter how much I talked to them or pinged them. Can riot make match system better? MMR should based on how well you performed not win or loss. It makes me real mad when noobs are always in my team. I BEEEEEEEEEEEEEEEEEEEEEEEEEEG riot please!
