[IMPORTANT] surrender glitch

I got a surrender vote that said "(summoner name) has started a surrender vote" and I voted no. And then for some reason 5 seconds late I got another message "(same summoner name) has started a surrender vote" and I could vote yes or no again. Then after I clicked no again the surrender vote was grayed out and I could only see one red bar out of 5. Then it says "surrender vote failed for the team 1-3".

I lagged a bit between the 1st surrender vote and the 2nd vote, but was never disconnected, but I'm not sure if that had to do with the problem.
