Buff Pantheon Riot!
If only to buff his E so that it doesn't do reduced damage to minions. If he can't kill his opponent, he at least needs to be able to wave clear quickly.

Pantheon has a really high win %.
He is under played because he is considered a boring champion. But he does not [literally does not] need a buff. He already has a pretty decent kit considering everything.
1st: He is EXTREMELY easy to play, no skill shots whats so ever [do not say ult is a skill shot lmao]. 2nd: He gets a personaly shield ever third attack that blocks enemies from hitting you for a single attack, meaning if you are top lane which you should be pantheon, the enemy laner who probably builds attack damage has to do a little bit extra to get your health down if you constantly attack. 3rd: His Q scales really great if you build him well and fast. Serious damage at a nice mid-decent range. 4th: He has a stun [which lets be honest is huge in this game].
etc etc. Only upgrade I would conceive being needed is making him look cooler, like they did with Galio.

His E dealing reduced damage to creeps is perfect for him. As he's a lanebully he wants to dish out damage to his lane opponent as much possible while not pushing. Making it deal full damage to cs would be a nerf actually
Honestly i think the only way id like him buffed was if he was also made harder to play. Point and click stun and nid spear with near global presence is enough :P Also at about 3 or 4 items his e alone can clear a wave
