Suggestion - Possible solution to Azir problem

This is in regard to his nerfs. As I understand problem with Azir is that his pushing and harrasing potential is constant. Why not making his pushing/harrasing potential non-linear, curved?

Passive - Curse of Sands Azir has a sand pool. Whenever Sand Soldier kills an enemy Azir's sand pool fills. When pool is fully filled Sand Soldiers deal slightly increased magic damage. If Sand Soldier attacks enemy champion - he deals significant bonus magic damage and pool empties. When Sand Pool is fully charged - it can stay charged for a set time (e.g. 40 seconds) and then empties.

This way Azir's pushing potential will not be constant since every 40 seconds he will need to kill almost two waves to fill his pool. Additionally he will have a harrasing tool that will require him to extend to AA range.

Visual. When Azir kills an enemy - a thin stream of sand floats towards him. Similar to jungle monsters heal streams only smaller. When sand pool is filled Azir starts to radiate light (or darkness in case of Gravelord Azir).

-pool size increases with Azir level -different kinds of enemies fill sand pool with different amount: small minions - small amount (10% of pool), cannon minions, siege minions and small monsters - bigger (25% of pool), enemy champions - largest (50% of pool); which means he needs 2 waves, 2 jungle camps of 2 champion kills to fill sand pool -pool empties only when fully charged, when charging - it doesn't fall off -large and epic monsters are considered as enemy champions -when calculating fully charged pool life time take into consideration amount of time Azir needs to have to get from jungle to lane (although I know Azir jungle is not a thing)
