Champ select too loud

Just my thought. I can turn it down but idk why its so loud Should be quieter and pop up when its your turn to pick. In ranked i might counterpick but in normals its not like im looking at enemy comp anyway.

1. less loud
2. only pop up when your turn to do stuff
