So you make a champion kit that revolves around the idea of using spell rotations in correct sequence to maximize dps,then you completely remove the functionality of that toolkit by limiting it to ONE spell rotation instead of the 3,4,5 or even 6 it takes to kill someone?

GG riot,gg.

You know,you couldve just given the spell(w) diminishing returns,but nope,destroy the champion in the name of balance.

Actually, I really like the idea of diminishing returns on that and I'm kind of curious as to if that was even thought of. I know I didn't think of it.

Totally agree with you. His scaling is already below other mages, now he woulnt be able to rotate skills meaning completely useless late game. At max he can do 3-4 + 5 rotations, and that really means nothing when minions are involved.

I think we just got an unfinished product here - rather than having infinite potential, he now has some upper bound he can be balanced around. They just didn't actually get around to balancing him yet...

That said, it's probably best if he just stays nerfed into oblivion, pre-rework-evelynn style. Every time he's been relevant to the meta, the game has become dumb because of it. Good game design is more important than game balance.
