Some shields in the game still feel fairly strong

A while ago when Riot introduced a new Rune by the name of Shield Bash, I thought to myself "hmm interesting, a Rune that would be used against Shields" but then when I checked the image and read it's description I was a bit let down.
Healing for example is balanced around the idea that Grievous Wounds exist, which reduces it's overall effectiveness by 40%. Shields don't have such treatment, instead some shields in the game got nerfed by making them decay over-time as a way to allow some sort of counterplay to them. But at some point in the game when shield based abilities are maxed or when enough Cooldown Reduction is available, they can become somewhat spammable or stacked (any shields can be stacked on top of each other, from all sources).
###I'm not saying nerf shields into the ground, but they still need to be looked at.
