Small Buff Idea for both Solo and Support Lulu(?)

I had decided to start trying to play her more aggressively as a support, and was in the process of envisioning what fresh hells might await me, when I thought...what if her E cost half as much mana or refunded half of its cost if cast on a minion?

for a support Lulu this means she could do things like tag a minion for Pix to fire from before performing an AA trade then Q off it to deter all-in attempts, and also make the target vulnerable to further harass from the Lulu's ADC if they go in too deep to try to out-trade her...without having to eat up so much Mana for just the basic privilege of landing a full damage AA or Q unblocked by creeps

for lane Lulu it would open up a new approach to annoy her lane opponent, while at the same time potentially creating more openings for enemies to exploit (i.e. if you make the wrong use of your E in a situation and don't have it to protect yourself when you really need it) which is what Lulu is all about...whether your allies notice or not.

...at the very least it would help her mana sustain in lane, and maybe affect her CS?
