[QoL] Speed Clarity hotkey for chasing and more

Imagine a scenario. You're chasing someone with low hp, your flash and your gapclosers are on cd. They seem fast and therefore you decide to check their speed and compare it to yours. You checked. Wow, it's not worth chasing at all, it turns out! But more trouble appears. While you were bothering yourself with checking the stats, the enemies caught you and killed you. You wasted precious seconds and died. Now that's what got me thinking.

**What if.. there was a button, upon pressing which it would show you the speed of all champions on your screen as a floating text that is positioned somewhere around hp and mana. **

I believe that the speed stat, while inferior to hp and mana in terms of crucial awareness, deserves to have a special hotkey, dedicated to showing the speed of champions while it's pressed.

Personally, Riot, I don't think there's a single reason to not to channel your available free resources into this short, but much useful QoL feature.

TL;DR We need a hotkey that shows the current speed of champions that you see on your screen.
