Can the NA server have a language proficiency test?

Im not saying this in a racist way but Im tired of having asian server hoppers who just dont speak english and dont communicate and feed and I have to carry them every time.

I am not sure if its just that they get so badly wrecked on their own server they come here but its incredibly annoying,.
