Why can't I access the shop/profiles/etc while in LeaverBuster

My friend and I play League a lot but his computer crashes a lot and he gets a ton of LeaverBusters (but thats another rant) so I often have to wait them out with him. What I don't understand is why when we are waiting, we can't access the shop, hextech, profiles, builds, runes, masteries, and everything else. Whats even the point of this? Riot probably put in more coding to make the client inaccessible than they would've had to put in to make the client fully functioning while waiting it out. And besides, why can't I change my role? Sometimes we have a minute to go and I'm like "You know what, I really don't want to play support right now." I don't want to have to way 20 more minutes to go jungle. Whats the point? To punish me? I didn't even leave a game. I just don't get it.
